NELA River Collaborative

Public Agency Services, Sustainable Economic Development

Tierra West served as project manager and economic development advisors of the Northeast Los Angeles Riverfront Collaborative working with the Department of Housing and Urban Development (HUD) and the City of Los Angeles Community Development Department (CDD) on a $2.25 Million dollar Community Planning Challenge grant. The grant is attributable to the partnership of the Federal Department of Transportation (DOT) and the Environmental Protection Agency (EPA). The Northeast Los Angeles Riverfront Collaborative as part of the HUD grant is implementing the next step and further developing the 2007 Los Angeles River Master Plan. The ultimate goal: cultivate a comprehensive approach that links land use plans and economic development strategies to support the revitalization of the NELA Study area; which includes the communities of Atwater Village, Cypress Park, Elysian Valley, Glassell Park, and Lincoln Heights. In late 2015, Los Angeles City Council unanimously approved the final recommendations made by our collaborative – paving the way for an exciting evolution of the River and its surrounding communities.
